Abstract
Andrew Cottey will argue that despite
an apparent retreat from humanitarian intervention, there is a deeper normative
shift in international politics that is re-defining the boundaries of state sovereignty
and will create ongoing pressures for military intervention in internal conflicts and
humanitarian crises.
