The second order dispersion term in the perturbation development of the long range interaction of two non-overlapping halogen $\mathrm{<mrow\; data-mjx-texclass="ORD">2</mrow>}P$ atoms is diagonal in $\Omega ,+,-,g$, and u character. The form of the potential inclusive of first order quadrupole and the second order effects will be discussed for the $0u+$ and lowest $0g+$ states in the halogens as well as perturbations near dissociation in the $\mathrm{<mrow\; data-mjx-texclass="ORD">3</mrow>}\Pi 1$ state of ICI.
