Abstract

The purpose of this study is to estimate the economic impacts of the proposed annexation of one mile of Route 56 to the city of Athens. The fiscal impacts on four units of local government are reported. The role of utilities in attracting new basic employment is also reviewed. The GROW Project is not promoting nor discouraging the annexation of this area. Rather, the objective of our project is simply to provide realistic and accurate estimates of the proposal’s fiscal and employment impacts. Local officials must judge the merits of the proposal and weigh the advantages and disadvantages of the annexation.
