Abstract
Millions of map documents require conversion to a digital vector form for use in geographic information systems. If today's conversion technology were better understood and applied, billions of dollars could be saved. Modern conversion methods are examined and compared, with an emphasis on scanning for automated conversion. The User Interview and Document Inspection Process, and Decision Tree are developed to aid users in deciding which conversion method to use. Current conversion methods, based on the technology of the 60's and 70's, are a severe bottleneck. Funding invested now, to develop a new generation of conversion methods will save many more billions of dollars in the long term and help step up the rate of conversion.
