Abstract
This paper collects three essays on trade, protectionism, and economic development, with specific reference to the process of commercial policy reform in Costa Rica. It examines the reasons for the change of development strategy in the 1980s, particularly the shortcomings of the earlier import substitution industrialization efforts. It derives lessons from the Chilean experience with trade liberalization. It discusses the role of trade in economic growth and the shortcomings of export subsidies.
