Abstract
This article defines a goal for the restructuring of the Costa Rican state: export promotion. It first examines the critical nature of the commercial policy choices facing the country. It then claims that free trade is a source of discipline for both private entrepreneurs and government authorities. It discusses the role of the state in export promotion strategies.
