Abstract

Retired Army Gen. John D. Altenburg, Jr. was appointed by Secretary of Defense Donald Rumsfeld as the head of the Office of the Appointing Authority. His duties include overseeing the military tribunals of the terrorism suspects held at Guantanamo Bay, Cuba.
