The $\nu 1$ fundamental band of $ HNN^{+} (\nu_{0} = 3233.954 cm^{-1})$ has been detected using a color center laser and the same modulation method that was used to measure the $\nu 1$ band of $HCO+$: velocity modulation in an AC discharge.$HNN+$ was observed in the flowing AC discharge with a $H2/N2$ ratio of 10/1 and a total pressure of $\sim$1 torr. A total of 43 lines were measured and a least squares fit was used to determine the molecular constants $\nu 0$, $B\prime \prime$,$D\prime \prime$, $B\prime$, and $D\prime$. The $HNN+$ spectrum could also be observed in a $HH3/H2$ discharge where the suppression of natural lines using this modulation technique is clearly demonstrated. Supported by NSF Grant # CHE-8207307
