Abstract
This paper examines the evolution of the Costa Rican banking system since its nationalization in 1948, with special emphasis on the financial reforms of the past six years. It claims that the major threats to the success of these reforms are the continued high level of public sector expenditures and the political economy reactions to the loss of entitlements acquired under the old policy regime.
