Abstract

Strategic planning is a process commonly utilized in public sector natural resource management agencies throughout the nation. However, although numerous agencies have adopted strategic planning, not all have been successful at implementing the recommendations of the strategic plan. Ohio State Parks initiated strategic planning in the year 2000 and has since undergone two comprehensive planning efforts, each with a five-year planning horizon (2001-2005 & 2006-2010). A scorecard is developed and utilized to assess and score the degree to which Ohio State Parks has implemented the total two-hundred and eight (208) action steps set forth within their 2001-2005 strategic plan. Evaluation of the data is conducted to determine the overall implementation score of the strategic plan as well as to identify the factors that inhibited and/or promoted strategic planning implementation within Ohio State Parks.
