Abstract
In the case of a strong Fermi resonance, some high order terms may have a very large influence on the values of molecular constants. For instance the $dependence^{1}$ of the Fermi coupling element upon J should not be neglected in computing the inertia constants B. In relation to this effect, the assignment of vibrational levels and the values of vibrational and rotational constants of the molecule $CO_{2}$ will be discussed.
