Have you ever wondered where the orphanages went? Or how in the United States we managed to create a decentralized child welfare system reliant on foster placement in private boarding homes? This project studies these questions to explore the modern debate on foster care from 1920-1980 using Cincinnati as a case study. This investigation was conducted to question existing research in the field of child welfare history which often assumes that the foster care movement emerged with little variation from state to state and locality to locality.
