The ground state is assigned in a rigid rotor approximation with A = 8815.75, B = 6289.01, and C = 4245.32 Mc/sec. The ring has been found to be puckered in the ground state. The inversion splitting due to the ring puckering vibration is determined from field dependent perturbations of the Stark effect and is approximately 100 Mc/sec. Rough intensity measurements on the ring puckering vibrational satellites are consistent with far infrared data of Laane and $Lord.^{1}$ Additional work on the vibrationally excited states will be reported. $^{1}$ J.
