Using a tunable diode laser we have obtained the vibration-rotation spectrum of the $\nu_{4}$ bending fundamental of $CF_{4}$ at 16-$\mu$m. From a least-square analysis of the frequencies for several hundred lines and a full diagonalization of the Hamiltonian, values for both the scalar and tensor constant have been determined. In addition, we have evaluated $B_{4}$, the Coriolis constant $\zeta_{4}$, and the vibration-rotation operator $\delta$. Data were obtained for the three isotopic molecules: $^{12}CF_{4}, ^{13}CF_{4}$, and $^{14}CF_{4}$; and the spectroscopic constants determined for each. The values obtained are compared with those evaluated from previous work at lower resolution by Jones et al. (1).
