We have included absorption data in the microwave and fundamental (1-0)$^{*}$ infrared regions together with emission data in the overtone (2-0) infrared region and data from the $\beta$ electronic band system in the 2300-5300 {\AA} region. These data include values of v from 0 to 16 and values of J up to 77.5.
