Abstract: Using a pulsed ruby laser source and electronic data accumulation, the lattice mode, inclastic harmonic light scattering spectrum of $NH_{2}Cl$ has been measured, both at room temperature and below its phase transition temperature of $-30^{\circ} C$. The libration band, both Raman and IR forbidden, is active in this spectrum, and is observed at $375 cm^{-1}$. In addition, the LO band is seen, at $280 cm^{-1}$. In the low temperature, ordered phase, a strong broad band centered at $100 cm^{-1}$ is found, but not identified.
