Abstract: The absorption spectra of $H_{2}O$ and $D_{2}O$ have been observed under high resolution at about $1240 {\AA}$. The spectrum of $D_{2}O$ has been found to be much sharper than the corresponding spectrum of $H_{2}O$. Rotational analysis of one band of $H_{2}O$ and two bands of $D_{2}O$ have been carried out. The symmetry of the excited states has thus been determined making it possible to draw tentative conclusions as to the electron configuration of these Rydberg states.
