Abstract: We have observed the complex VUV spectra of OH and OD near 1850 {\AA}$^{1}$ in emission from a corona discharge through supersonically expanding mixtures of $H_{2}O$ or $D_{2}O$ with He or Ar. The emission is particularly strong in the presence of He; under these conditions the spectrum produced with $D_{2}O$ completely changes in character and reveals a regular lower-state progression of redsnaded bands. They arise in transitions from a single $2_{\Pi_{1}}$ vibronic level near $C^{2}\sum^{+}$ to v""=13... 15 of the $X^{2}\Pi_{i}$ ground state of DD, extencing the observations of the ground state potential to within 2350 $cm^{-1}$ of the $^{3}P+^{2}S$ dissociation limit and providing the first experimental evidence for an excited state of the hycroxyl radical. In all probability the spectra represent the strongest of several $2_\Pi-2_\Pi$ transitions predicted by van Dishoeck $et al.,^{2}$ the radiative behavior of the loosely bound upper state being strongly influenced by overlapping Rydberg states of the same symmetry and by the unstable $2_\Pi$ state from $^{1}D+^{2}S$ dissociation products.
