Abstract: The rotational spectrum of $^{12}CH_{3}F$ in its ground and $\nu_{3}$ excited vibrational states has been investigated in the millimeter and submillimeter spectral region. In addition, pressure broadening has been studied for a number of transitions in both states. The $J=12-11, K=2, \nu_{3}$ transition that is the basis of the well known FIR laser has been observed both in absorption and emission. The absorption measurement and the results of the spectroscopic analysis of the $\nu_{3}$ state give the frequency of this laser transition to very high accuracy. This represents the frequency of this laser unbiased by either pump offset or cavity pulling effects.
