Issue Date: 1981 Publisher: Ohio State University Abstract: High resolution spectra ($0.01 cm^{-1}$) of HDO have been obtained in the 2400 to $3200 cm^{-1}$ using a Fourier Transform Spectrometer located at the Kitt Peak National Observatory. Values of the ground state levels were determined from the data and fitted to Watson-type Hamiltonian from which 17 rotational constants were obtained. A comparison was made between the ground state levels obtained in this study and those calculated from the constants given by DeLucia et $al.^{1}$ Measurements of line strengths of over 500 lines in the two bands were made using the equivalent width method.
