Abstract: Measurements have been made with high resolution in the 5000-5750 $cm^{-1}$ region. The strength data were analyzed to determine band strengths and F factor coefficients. The band strengths of the (011) and (110) bands are 20.65 $\pm$ 0.21 and 0.334 $\pm$ $0.015 cm^{-2}atm^{-1} 296^\circ K$, respectively. Many of the lines were affected by strong Coriolis interaction and were not included in the band strength analysis. Line center positions of the (011) and (110) bands of $H_{2}^{18}O$ and a few of $H_{2}^{17}O$ were used to obtain ground and upper state levels of both isotopic species.
