his or her identity.&#13;
This was just one of the&#13;
discussions made possible&#13;
during Richard Herrmann’s&#13;
Foreign Policy Decision Making&#13;
class by technology from&#13;
a company called Soliya.

Consider the following:&#13;
• International terrorism&#13;
doesn’t do much damage&#13;
when considered in almost&#13;
any reasonable context.&#13;
• Just about any damage&#13;
terrorists perpetrate can be&#13;
absorbed, however grimly.&#13;
• The likelihood that any&#13;
American will be killed in a&#13;
terrorist event is microscopic.&#13;
These are just a few of the&#13;
propositions that John Mueller&#13;
says should be – but are&#13;
not – at the heart of discussions&#13;
about how to respond&#13;
to international terrorism.

Robert McMahon was&#13;
thrilled to get an invitation in&#13;
2002 from Secretary of State&#13;
Colin Powell to serve on the&#13;
State Department’s Advisory&#13;
Committee on Historical&#13;
Diplomatic Documentation.&#13;
That’s because McMahon&#13;
knew exactly what the&#13;
advisory committee does; for&#13;
four years, he worked under&#13;
its direction in the State&#13;
Department’s Office of the&#13;
Historian.&#13;
As a member of the committee,&#13;
McMahon, the Ralph&#13;
D. Mershon Professor of&#13;
History, oversees publication&#13;
of the Foreign Relations&#13;
of the United States (FRUS)&#13;
documentary series, the&#13;
nation’s official record of&#13;
foreign affairs, and advises&#13;
on sensitive issues surrounding&#13;
the declassification of&#13;
government documents.
